What cleaning and FM contracts in Wales involve

Public cleaning contracts usually cover routine cleaning of offices, schools, depots, libraries, leisure centres or housing common areas, plus periodic work such as deep cleans, window and high-level cleaning, floor care and washroom services. The specification sets the frequencies or outcome standards, the hours the site is open, who supplies consumables and how quality will be audited. Facilities management notices can bundle cleaning with caretaking, waste, pest control or reception. The notice states the contract term and any extension options, and many run for several years.

Where tenders in Wales are published

TUPE and staff transfers

In Great Britain, the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) cover a service provision change: when a contract moves to a new contractor, employees in an organised grouping whose principal purpose is that client's work usually transfer on their existing terms. Changes to their terms because of the transfer are generally void.

For cleaning this is the normal case, not the exception: price the incumbent workforce's real hours, pay, holiday and pension, not your own standard rates, and ask for the anonymised staff list if the pack does not include one. Read our guide to TUPE in cleaning tenders.

How to bid

  1. Open the notice and note the procedure, the deadline and the deadline for clarification questions.
  2. Register on the buyer's e-tendering portal named in the notice, register interest and download every document.
  3. Read the specification, the pricing schedule and the evaluation criteria before writing anything.
  4. Book any site visit early; some buyers make it a condition of bidding.
  5. Send clarification questions before the clarification deadline, and re-read the Q&A log before you submit.
  6. Make a go/no-go decision: eligibility, capacity, price and the chance of winning. Our go/no-go checklist takes about ten minutes.
  7. Write, price and check compliance, then upload with at least a day to spare and save the receipt.

Common pitfalls

  • Pricing below the transferring staff's current pay, hours or pension because the TUPE data was not read or was not asked for.
  • Missing a pass/fail requirement, such as minimum insurance cover, accreditations or a mandatory site visit.
  • Pricing consumables, periodic cleans or out-of-hours access on assumptions the specification does not support.
  • School contracts: staffing for term time and holiday deep cleans, and safeguarding checks for staff on site.
  • Generic quality answers that do not mention the buyer's sites, hours or service levels.
  • Leaving the upload to the last hour; portals close exactly on time.
  • Ignoring Welsh-language requirements written into the specification.
