What IT and software contracts in East of England involve

Public IT tenders range from software and SaaS platforms to IT support, managed services, cyber security, hosting, data and development work. Where tenders in East of England are published

Public bodies in East of England publish notices on Find a Tender, which since 24 February 2025 carries notices under the Procurement Act 2023, including many lower-value opportunities. TUPE and staff transfers

In Great Britain, the Transfer of Undertakings (Protection of Employment) Regulations 2006 (TUPE) cover a service provision change: when a contract moves to a new contractor, employees in an organised grouping whose principal purpose is that client's work usually transfer on their existing terms. Changes to their terms because of the transfer are generally void.

For IT, a transfer is most likely on managed service or support contracts where an identifiable team works mainly on the client's account. Contracts that are mainly for supplying products, such as hardware or licences, are less likely to involve one. Look for a TUPE statement in the tender pack and ask if it is unclear.

How to bid

  1. Open the notice and note the procedure, the deadline and the deadline for clarification questions.
  2. Register on the buyer's e-tendering portal named in the notice, register interest and download every document.
  3. Read the specification, the pricing schedule and the evaluation criteria before writing anything.
  4. Send clarification questions before the clarification deadline, and re-read the Q&A log before you submit.
  5. Make a go/no-go decision: eligibility, capacity, price and the chance of winning. Our go/no-go checklist takes about ten minutes.
  6. Write, price and check compliance, then upload with at least a day to spare and save the receipt.

Common pitfalls

  • Bidding without the certifications or security standards the buyer lists as pass/fail, for example Cyber Essentials.
  • Unclear pricing that mixes one-off implementation with recurring licence or support costs.
  • Weak answers on data protection, hosting location and exit or data return at contract end.
  • Missing accessibility requirements for public-facing services.
  • Overlooking a TUPE transfer on managed service or support contracts.
  • Responding to a framework call-off you cannot bid for: check whether the notice is open to all suppliers.
